Pending Project For Goose Pond Boat Launch

The Mousam Lake Region Association in conjunction with the York County Soil and Water Conservation District and the Maine Department of Environmental Protection have been working in the watershed of Mousam Lake  to reduce storm water runoff as part of a water quality protection grant.
One of the projects that has been identified is the Goose Pond Boat Launch on Totte Road. Because of the poor condition of the boat launch and the current angle of the road, there is significant ongoing storm water runoff into Goose Pond which threatens water quality in both Goose Pond and Mousam Lake.
The tentative work will  reduce storm water runoff and phosphorus into the lake by regrading of an approximately 400-foot section of Totte Road with reclaim to control runoff that is currently concentrating at the head of the boat launch and causing erosion and sedimentation into the lake.  Runoff will be directed to a new ditch on the east side of the road.  A culvert will convey the runoff under the driveway of #23 Totte. The culvert will terminate in a stone-line plunge pool and discharge into a vegetated area to the immediate north of the boat launch. To the south of the boat launch the road will be regraded directing water away from the launch  into the existing vegetative buffer previously installed by others.  A smoother transition to the boat launch entrance will be provided with reclaimed asphalt and some stone. This project will not create a paved or cement pad boat launch that might encourage more outside use of the boat launch. The goal is to reduce runoff and maintain the limited capacity of the launch.
We are providing the following information about the project to abutters, users, and residents with deeded ROW (Right of Way) to use both Totte Road and the Goose Pond Boat Launch.  Your informed consent for the project is assumed unless you opt-out by contacting Roland Legere 207-400-6627 or Mark Rousseau 978-835-2277 by August 14, 2023.
Funding for the Mousam Lake grant is provided by the U.S. Environmental Protection Agency (EPA) under Section 319(h) of the Clean Water Act. The funding is administered by the Maine DEP in partnership with the EPA.  The EPA does not endorse any commercial products or services. The grant encourages local organizations, primarily volunteer groups, to work collaboratively in addressing watershed issues.
